Cold email agencies in Chicago serve a crowded market, from Fulton Market SaaS startups to suburban manufacturers. A well-run cold email program is still one of the fastest ways for those companies to reach B2B buyers.
I built this ranking to find the agencies that take deliverability and targeting as seriously as copy. I judged each one on those two areas first, then on reporting and pricing.
Some agencies here are Chicago-based. Others are remote specialists that take on Chicago clients, and a few run dedicated Chicago programs. I took the same approach when I mapped the lead generation agencies in Sydney.
The top three are certified Forge Experts, vetted by Salesforge for process and results. The seven boutiques after them went through the same checks.

I did not rank these agencies on size or ad spend. I used five checks focused on how they actually run cold email.

Outbound Pros is the first agency I'd call for a Chicago team that needs cold email to reach the primary inbox. Their Forge Expert profile lists deliverability as their core specialty.
Every client gets owned sending domains with documented SPF, DKIM, and DMARC records. A 4 to 6 week warm-up follows, aimed at 85 to 95% inbox placement. My guide to cold email deliverability explains why that slow ramp matters.
Email and LinkedIn run as one sequence, and every reply lands in a single Primebox™ inbox. They report 8 to 15% positive reply rates and roughly 21 days from kickoff to launch.
Their stack runs on Salesforge and Infraforge, with Agent Frank as an optional AI SDR. They also work on commission, but the site targets deals above $10K, so low-ticket offers are a weaker fit.

Fulcrum builds B2B sales and outreach systems that you own outright. Their stated goal is for you to run everything in-house within three to six months.
The service mix covers sales outreach, prospecting as a service, and email marketing. Sales consulting and training sit alongside it. Their preferred industries include logistics and financial services, two pillars of the Chicago economy.
The homepage reports 210+ customers served and $1B in pipeline generated. I also like that they report on CAC, LTV, and ROI.
Fulcrum is broader than a pure cold email shop. Pricing is project based, so expect a scoping call first.

IAD Growth is a U.S.-based lead generation partner for small businesses, startups, and consultants. Their Forge Expert profile lists pricing from $1,500 a month.
Their email program includes the sending infrastructure plus list building and data. You can start with a $1,000 email pilot before committing to anything longer.
Everything runs month to month, and the team is fully human and U.S.-based. Phone campaigns with U.S. callers are available too, which helps when email alone stalls.
Their profile names small businesses and consultants up to $5M in revenue as the ideal fit. Larger teams with complex sales cycles may outgrow the setup.

Main Event Digital is a boutique agency in the Chicagoland area built for distributors, manufacturers, and service businesses. That niche fits a region where industrial supply and logistics still drive B2B spend.
Their cold email package is clearly scoped. It includes three branded sending addresses with warm-up and copy for three cold emails. A/B testing is included, and sending runs up to 500 emails per weekday.
Cold email sits inside a wider digital shop that also handles web, SEO, and ads. That helps if your site needs work too, but outbound is not their only focus.

Productive Strategies is Chicago-based and serves clients across the U.S. and Canada. Their lead generation work centers on appointments with C-suite and senior decision-makers.
Dedicated inside sales professionals run the outreach and collect market intelligence as they go. They pitch it as a step beyond the old list-and-dial model.
To be clear, their lead generation page centers on appointment setting and inside sales, so ask how email fits the process. I included them for complex B2B sales where one senior conversation outweighs a big send volume.

Growth Rhino offers a dedicated cold email program for Chicago companies, with its own Chicago service page. The homepage is built around B2B contracts worth $50,000 or more.
Their Chicago process starts with small micro campaigns that test messaging for each persona. Once the data shows a winner, they put their volume behind that campaign.
They also track buying signals like funding rounds and champions changing jobs. Their Chicago page says deals under roughly $5,000 in annual value are not a fit.

Beanstalk runs cold email, LinkedIn, and paid ads as one done-for-you system. When the engagement ends, you own the machine and can keep the team that runs it.
Their site reports 150+ clients and more than 20M emails sent per month. They are a certified Smartlead partner and a HeyReach expert.
One promise stood out to me: campaigns go live within 45 days, or your second invoice waits. That kind of accountability is worth asking any agency about.

Booked appointments sit at the center of the offer at Pearl Lemon Leads USA. Their headline promise is 20 calls booked in 30 days, and they run a dedicated Chicago lead generation page.
Cold email runs alongside cold calling, LinkedIn outreach, and paid ads. Their callers work from written scripts, handle objections, and book meetings straight onto your calendar.
Cold email is one tool among several here. If you want calls and email handled by the same team, that breadth is the appeal.

With coverage across 300 cities, DevCommX keeps a dedicated Chicago page with local market context. Their pitch pairs signal-based outbound with SEO and AEO work.
They manage the technical side, from domains and warm-up to mailbox rotation. DKIM, SPF, and DMARC hygiene is part of the package too.
Personalization draws on signals like job changes, funding, and hiring patterns. They quote 2 to 5% reply rates, which gives you a clear benchmark to hold them to.

OutreachBloom publishes its pricing, which few agencies on this list do. Their managed cold email plan starts at $2,400 a month and lists 10,000 to 100,000 targeted contacts per month.
Deliverability is handled for you as part of that plan. They also sell AI SEO and Reddit marketing, so your brand can show up in AI answers and inboxes together.
Their sweet spot is B2B SaaS and services companies with 10 to 200 employees. They say plainly that B2C and local consumer businesses are not a fit.

Not every Chicago team needs an agency. If you already have someone who can write a good sequence, running cold email in-house gives you full control of your data and domains.
Salesforge is the platform I'd use for that. Lead data, warm-up, and sending all connect inside the Forge stack.
A walkthrough from the Salesforge team on the copy, targeting, and infrastructure that keep in-house cold email out of spam.
All the agencies on this list can run effective cold email on your behalf. But if your goal is to own the process, control the data, and scale without growing headcount, Salesforge gives you the infrastructure to do it. Try the 14-day free trial - no credit card required.

Picking between cold email services in Chicago comes down to fit. Here is the checklist I'd use before signing anything.
Chicago has plenty of capable cold email agencies. The right one depends on your deal size, your buyer, and how much control you want.
If you want expert help, start with the three Forge Experts at the top of this list. If you would rather own the process yourself, Salesforge gives you the tools to run cold email in-house.
